One reason why Vancouver and Vancouver Island's fees are so high is because $15 of their Section fee gives each Section member a member of the Federation of Mountain Clubs of BC as well.  Their reasons are sound, but the FMCBC is an outside organization.

A significant list was generated by one member of things that all cost more than $7 that they had recently purchased.  The list included beer (the previous night), Halloween candy, etc... you get the idea.
